The customer's payment method linked to their PayPal wallet is not being charged successfully, however the customer does have an additional linked payment method that they can attempt to use.
From PayPal: Instruct the customer to retry the transaction using an alternative payment method from the customers PayPal wallet. This should be changed so that future paypal payments do not fail for this reason.
Once this issue is resolved, you should use the action to Restart Processing the Failed Scheduled Order.
