This appears when there is an outage on the CyberSource gateway at the time the transaction was attempting to process.
This error does not indicate a problem with the payment method.
Check the transaction and your customer's information in your payment gateway to determine if the payment simply needs to be retried (see "After Resolving The Issue" below).
If the error persists contact Cybersource with your Transaction Id (below) for more details of the outage and their suggested next steps.
Once this issue is resolved, you should use the action to Restart Processing the Failed Scheduled Order.
